Anticipated Hiring Range: $160,000 - $190,000
THE ROLE AND RESPONSIBILITIES
Under the direction of the Chancellor & Dean, the Executive Director of Human Resources is the lead administrator for HR operations for the College and serves as a strategic partner to the executive leadership team in shaping the organization’s culture. The position involves evaluating, recommending, developing, implementing, administering, and coordinating HR policies, responsibility of preparing and entering HR and payroll transactions in the UCPath payroll system, administering labor contracts, and leading HR programs and business processes in the areas or recruitment, employee on- and off- boarding, compensation and benefits. The Executive Director of HR also advises supervisors on various HR matters, as well as responds to individual employee inquiries.
Areas of oversight include, but are not limited to:
HR Technology Management
- Collaborate closely with the payroll and fiscal department to ensure accurate payroll processing. This includes ensuring accuracy of all HR transactions per pay cycle, auditing all transactions, and resolving complex issues related to pay and benefits.
- Research, implement and administer HR technologies related to recruitment, performance management, and learning & development.
- Serve as the primary location liaison for the UC systemwide HRIS software, UCPath, and the timekeeping system, TRS. Oversee local training, downstream integrations, and security provisioning in the system.
- Serve as a location representative on the University of California Systemwide UCPath Advisory Board and UCPath Steering Committee.
- Ensure accuracy of all employee data, including within HRIS software, email listservs, and employee profiles.
Talent Management
- Oversee recruitment and retention strategies and processes to attract talent.
- Support and guide the hiring and onboarding of new employees, as well as the offboarding of employees.
- Develop and implement a performance management program that promotes a culture of high performance.
- Develop and administer learning & development programming to improve skills, maintain competencies, and share best practices with employees.
Employee Relations &Culture
- Serve as a resource for employees in resolving conflicts in the workplace.
- Oversee labor contract administration with unions and serve as main point of contact for union representatives.
- In collaboration with the General Counsel, oversee employee investigations and grievances.
- Partner with the General Counsel in labor negotiations.
- Promote a positive organizational culture that supports diversity, equity, and inclusion.
Organizational Strategy &Development
- Serve on the Chancellor’s senior leadership team, providing guidance and insights on a variety of topics.
- Develop and implement HR strategies in support of organizational objectives. Advise on department structure and reorganizations.
- Lead organizational initiatives, including campus-wide events, to enhance employee engagement, productivity, and retention.
- Lead change management initiatives and serve as a resource for internal communications.
- Oversee and ensure timely response to all queries to the departmental email inbox.
Compensation & Benefits
- Develop and manage a competitive compensation program supported by market research and data.
- Serve as a local resource of employees with questions about UC benefits and serve as the liaison with UC systemwide benefits offices.
- Manage the College’s leave of absence, worker’s compensation, commuting, and EAP programs.
HR Policy Development & Compliance
- Maintain, evaluate, update, and administer theStaff Policies and Procedures Handbook and other College policies, ensuring mitigation of institutional risk. This includes partnering with the Provost & Academic Dean on recommended changes to the Faculty Personnel Manual and Policies.
- Manage the College’s health and safety programs and employee training initiatives.
- Ensure compliance with federal and state and public sector regulations.
- Oversee processes for workers' compensation, disability, leave, workplace accommodation requests, and health and safety issues; inform managers as needed. Act as a resource to others in the organization and oversee the accurate documentation and retention of recordkeeping.
The incumbent works closely with other leaders of the organization and must be prepared to assume additional areas of responsibility as needs arise and priorities change.
REQUIREMENTS
EDUCATION AND EXPERIENCE
- A minimum of seven years of progressive HR experience, including at least 3 years supporting executives in a senior management role with direct reports.
- Bachelor’s Degree required, Master’s Degree, JD, and/or HR certification (SHRM, SPHR) preferred.
- Experience in UCPath, the HR and payroll system of the University of California, is strongly preferred, including student, staff, and faculty employee groups.
- Demonstrated experience developing HR strategies and managing HR compliance, preferably in California, in higher education or the public sector.
- Experience or familiarity with union contract administration required.
DESIRED KNOWLEDGE, SKILLS & ABILITIES
- Exceptional attention to detail and technical skills, particularly with HR systems. Ability to quickly learn new software and technologies. Experience with PeopleSoft strongly preferred.
- Strong analytical, critical thinking, creative problem-solving, judgment, negotiating, influencing, and strategic decision-making skills.
- Exceptional interpersonal skills and understanding of group dynamics. Successful track record of establishing credibility and trust with a diverse client group, including senior leaders.
- Excellent facilitation and oral and written communication skills; ability to prepare clear and concise reports and deliver formal presentations or training to senior management and other audiences.
- Experience managing employee investigations.
- Knowledge of the California higher education or public sector environment preferred.
- Demonstrated leadership skills, including experience in directing and managing organizational change.
- Excellent communicator with a diversity of communication styles, both written and oral.
- Excellent management skills that include collaboration, coaching and development.
- Demonstrated political acumen, tact, diplomacy and highest level of discretion and confidentiality in employee matters.
- Strong working knowledge of union regulations, preferably in the public sector.
- Experience in developing and maintaining employee compensation programs.
- Experience in budget preparation, management, and control.
- Demonstrated knowledge of federal, state and local laws pertaining to personnel administration, classification and wage administration, recruitment and selection practices and benefit administration and supervisory principles and practices. Strong working knowledge of employment laws and regulations (FMLA, ADA, EEO, etc.).
